I have no doubt that a 11 year old girl could LIFT a 12 gauge Mossberg 500 shotgun, but what happens when she tries to aim it or shoot it? The girl in the video had her boyfriend bracing her shoulder for her, and it still kicked the shit out of her shoulder. If he hadn't been doing that, she probably would have fallen flat on her ass, or broken/dislocated her shoulder.
