It would appear that the object was made in a 3D program, then rendered both solid and wire frame. If the wire frame render doesn't normally have lighting, then it was used as a mask for the solid render to cut out the holes.

yup 3d program... if ur using 3dsmax it's in material editor and in blinn properties there should be a check mark with wire next to it
