WTF, Is this bugged??

I jsut saw this item on ebay. Its a pretty damn godly Barb Ammy, but I thought that you couldn't get those types of stats on an ammy with that low of lvl resitrictions?

I thought it HAD to be at least Character Lvl Req 67 to have +2 skills mod on it...?

Does this mean it is bugged, or am I just ill-informed?

It's bugged but I can't besure if it dropped like that or not.
(bugged/fucked items have dropped before)

it is 100% bugged or as adren said, just a fucked up drop... it would be even near impossible to get that on a lvl 89 or whatever crafted ammy(however lvl high they go) it is imposssible to get those mods on a lvl 26 item

yeah i think the +2 to skill is a lvl req of 67
