It's a parody of a horrible 60's cartoon show called Sealab 2020.

Cartoon Network shows it late at night, but you can find episodes on P2P programs.

I dont watch too many cartoons. Exceptions are The Simpsons, Futerama, family Guy...and some others that come along.
