I would think the number would be higher than that. STDs that are transmitted through fluid would be stopped by STDs. Stuff like crabs, however, wouldn't be effected.

Im not sure if the number is right (since i dont have a condomn in front of me) but it is only like 65% effective against pregnency. Im not sure if this is true, but i def remember hearing it somewhere.
