Not if it's your small kid. If it's someone else's small kid then let them go at the electrical appliance with a pair of scissors and other metallic things I say. Help them along by splashing them playfully with water too.

Nah, bleach would hurt them too much. The water would make them wet, which has to be the worst condition to be in when playing with electrical appliances.
