Difference between "open wounds" and "prevent monster heal"

I looked on Arreat Summit but could not find where the specific characteristics of these two abilites are. Reason I ask is this: merc has Duress armor which has 33% chance of Open Wounds and his Bonehew has Prevent Monster Heal. Do these work similarly? And if this is a noob question, sorry, but I never looked at this before.

My guess would be that
open wounds = like poison...
Prevent Monster Heal= Doesn't let the monster heal....

Open wounds works in pvp. The dmg it inflicts per second is based on level. You hit the open wounds break point at lvl 90.

Prevent moster heal is just that. The monsters dont regain any health that they would hav normally.

You know, you don't have to quote a post whenever you reply to it... Just click the small button .

If you really want to quote them, you don't have to type it in yourself. You can click the bigger buttin and type in there.

(Buttons may be of a different color if you're not using Ocean, of course.)
