Indeed, I don't see much PvP unless I'm outnumbered or outleveled by about 5 levels. Most people around my level leveling by themself are content to leave me alone as long as I do the same. Personally, I'd rather concentrate on things that are going to give me exp or quest rewards most of the time, instead of constantly fighting with someone who has quests in the same area...
