You could do a 1xshael + mix of um or ber on a phase blade

But, you wouldn't need the shael in the phase to reach maximum speed if you got a piece of equipment that give 10 IAS or more, that is if you're using fanaticism lvl 14+ which i'm sure you are since you're a smiter.

So i suggest 5xber + 1xum or 4xber + 2xum with a pair of gloves like up'ed bloodfist.

The runes you use all depend on your style of playing, if you're a hit and run, you should try to get as much OW as possible, but if you're more reckless and just rush in, i think you should get more Crushing Blow.
