All i have to say is, there's many ways it COULD mean weed. If the time was 420, then he could mean " it means time to smoke some weed" or something along the lines.

I believe the proper use of 420 is: "Shit bro, its 420 AM, Why dont we match on a bowl of green and then finish the rest of that bottle of rye? If we wake up late enough we could do a 420 PM wake and bake."
