Just checked Arreat Summit, Cold Mastery does allow dropping below 0%. Must've changed with the patch, good eye.
You are now right 99% of the time. Your D2 knowledge mastery is at lvl19 where as most of us here (ok maybe not most of us, just me and a few others) are at lvl 10. Keep up the good work!
