Crafting Char Lev Vs Item Lev

Thanks voll i ahd read that and about 3 other theorys..The one thing i can say is that the last items i crafted it seemed the higher jewel did better maybe it just a cowinky dinky. but the higher lev jewel got my 2 to barb skill on a ammy with leech and life and the lower lev on got me crap
