Hardest FF Boss?

Ruby was tougher. If you couldn't get it through your head, as I couldn't, that at leat two would not make it every battle, you were screwed.

You also had to get lucky on the character that was taken when in the battle. That was definitely the toughest to me. FFVII for those less informed.
