FTP server?

How in gods name do I set up an FTP server where people can download from?

Get ServU. It's the best program you can get for setting up an FTP server.

Get a FTP serving program such as ServU as uncapped mentioned or other selections such as Bulletproof FTP Server and CuteFTP Server... Then you run the program, set the settings If you run a router, open port 21 (The default port for FTP) Tell other people their IP and User/Pass if you set one and voila done.
