I think it is a Three way tie:

Captain Novaline (Something like this): He went around fighting glazed doughnuts and other high fat products, the last boss of the entire game I think is the Pillsbury dough-boy. (Sega Master System)

ET: The graphics were so bad and it took 3 hours to program. People referred to ET as being a space penis .
