And in your case, to go on forums that your IP address has been banned just click on Tools > Internet Options > Connections > LAN Settings (assuming you're on IE)
Check both the checkboxes and fill in the IP address and the port of the proxy server. Try connecting to a site and if it doesn't work, just try another proxy.
