Okay, upon trying to recreate that error, the closest I can get is "The project directory could not be created."
I get this from having no disk space (I just set a quota for that..) and also from not having the folder exist that it's trying to create to.
My suggestion: Manually reset the project path to a new folder somewhere else on the C:\ drive, for testing. If it works, reset it AGAIN to its usual folder, and try it. (Delete the test projects when you're finished.)
If THAT doesn't work, then there's something else wrong, and I'd have to think a bit..
That IS odd. It won't create a project no matter where you try to create it? Even the Shared folder (if you've got one still)?
You're on a home computer, so I doubt you're denied access to your hard disk. I personally haven't had problems with the patch, either, but that's just me. You probably have more than 1.33 MB hard drive space (or whatever it is to create a project). And I doubt that, say, a virus would do that.
This sound more like a problem with the program itself.. it might be corrupted or something. You may want to re-download it (after backing up your current game) and reinstall.

Nope, you'll have to read the board to get this link, 'cause I'll make it public:
Took about 1 minute of Google to find it. The RTP file's near the bottom. They only have the 1.05 patch though.. but at least it's all one file, and not the 2 separate downloads (RTP / Program).
Also, there is a nice, stickied thread that reads "Important: RM2k3/RTP download sites" in this forum. You should've read that first.
