USB ports not working

I just got an IPOD and a digital camera, and at first i was having problems connecting with with usb when it wasn't detecting. One of my usb ports was working, the one connecting my mouse, and it was having no problems at all. I decided to download a usb driver. When i installed it, the last usb port i had stopped working. I really don't know what to do now. I think its a problem with my mainboard, because before i baught a usb 2.0 pci card, and it didn't work at all. Any suggestions for my problem?

Check in BIOS and make sure they're enabled.

Everything with the word USB in the BIOS is enabled.

Doh. I missed the part about the USB PCI card.

I would guess something with drivers or settings in the registry. A format/reinstall would likely fix it. (Ask around first, though. Don't wanna erase your shit for no reason.)

Do the all USB ports on your Motherboard work correctly? You said your mouse works on USB, if you unplug it and plug in your IPOD or camera does windows see the devices? The PCI USB card, is it recognized in device manager? Any other available PCI slots you could try and plug the PCI card into? As a last resort you could just stay USB 1.1 (which would suck but better it work slow than not at all) and just drop a USB hub into the slot where your plugged in your mouse.
