That is the verisimilitude; nevertheless, I am incapable of getting my local time to show up properly. Changing the time zone settings found under "Edit Options" in the User CP makes no difference.

Hmm. It seems that for some reason, between 3.5 and 3.7, they added something to the datastore code that screws everything up if you ask for something you did not specify before global.php was included... I've disabled some chatbox features so the post times will be right untill I can figure out a better solution.
