Actually you're both right. He's been voiced by different people in different episodes. Norm MacDonald has done the voice, as has Adam Carrolla.

I think Adam West is the best character on there, playing Mayor Adam West.

Haha, yeah. The mayor is damn funny. I liked it when he thought his water was being stolen.
