I think he is referring to a time when kaos was scamming people on Ebay and getting them to send him a shit load of money to his paypal account. He took screenshots of the transactions and apparently D3V (I guess) send them to the FBI to try and get him in trouble. I think in the end kaos just ended up reimbursing the funds and learned a lesson.
