yes u need max block, also dont use 2 ravens thats cheap dueling
use 1 at max, and u need the mana from the soj.

maxing out cold mastery is pretty useless, 5 points will be enough. Warmth needs 10 points max.

Something I did with my 99 sorc is i put remaining points in teleport, that way i can always get away, even if ur really really low on mana

also maybe use a magewrath instead of ''frosties" this gives u more fcr, which u really need against zons

use 10* cold charms, the only thing u need lighting for is to cast ts, so thats not really nececarry

dont put cham inside that shako, thats useless because it doesnt matter if u get frozen

for stats,

ur str is alright
dex needs to be about 230 at lvl 99 with storm
put the rest in vita
energy the same

charms:
10* cold charms ( 6 with 30+ life and 4 with 12 fhr)
10* serpent small charm of vita (20 life 17 mana)

thats about it, hope this helps
