format c: /s is usually better though, since it keeps the system files, so you shouldnh't have to mess around with all the drivers (except for the sound and video card ones, you know what I mean).
However, that is an ordinary error message, and it seems like you should only be able to get it if you are running Win98, Winmill or using a SB Live. If not, then it's a completely unique error, so I could congratulate you, but I'll wait until your computer works again.
Are you getting this error in Windows or from your motherboard as soon as you start your computer?
