Need help with Chipsets in 2k3!

I can't edit the dam things! I just want the cliff tiles to go in the town chipset, but when I copy and paste it into a new chipset (which is just a copied chipset of 'town') it only shows up as blackness in rpg maker. What do I need to do to fix this?

It's VERY likely you're seeing the 256-color problem. To fix this, go to MSPaint, go to File->Save As and save as a 256-color bitmap, then reimport it.

Um...yeah...when I saved it as 256 it changed the pink color that is set to be transparent and I can't change it to the right pink...I thought it would have to be png since the other chipsets are, aren't they?

Oh and it worked as 256 in rm2k3, except for the transparent thing. It thinks that there are a bunch of the pink 2nd layer things all over and won't show the first layer.

When you import your png image, you'll see a preview of the chipset pop up - click on the pink, which should cause all of the pink on the image to flash. That'll set it as the transparent color. It doesn't matter what the color is, but it'll be consistent throughout the image, so you could pick black to be the transparent color, if you wanted to for some reason.
