the raft can only take 2 peple at once everyone needs to get to the othe rside of the river

the mom/dad can't be left alone with the girl/boy with out the pressence of the mom/dad

the thief can't be left with anyone without the pressence of the cop

only the mom dad and cop know how to use the raft
how can you get everyone across teh river?
