Registration now required to DL attachements

The new stats page has made me aware that certain attachements are being direct linked off site. Obviously, this bandwidth usage does nothing for the site, therefore, I have disabled guests from downloading attachments, and if the attachment was linked off-site they get a message asking them to register and directing them to the post containing the attachment. This change does not effect signatures hosted through the usercp; these are still hotlinkable.
