Government grants?

I was just searching on google looking for new and exciting ideas for financial aid/scams when I remembered seeing a crazy ass guy one TV that wears a suit with question marks on it. Anyway I remember he was talking about government grants and how I can be approved for one. Does anybody know how the whole process works?
