Truesilver/Thorium farming

What mining level do you have to be for thorium? I know truesilver is 230.

Also, anyone know the lowest lvl areas that have pretty good amounts of truesilve and thorium veins

I have found alot of Thorium in Eastern Plaguelands and Winterspring.
