Why was fencing para blow nerfed?

Para blow only lasts a fraction of the time it's supposed to... it seems like 0.5 seconds, and it's supposed to be 2 seconds. What's the deal with this??

It may have just been my perception since the dex on the character I was testing it with was so low...
