Spamming was allowed in the WRT, but no excess flooding. About 200 pages of it have been covered with pure repeated or completely useless messages, such as "iueghsgh". People have even used spam bots to repeat 40 different messages over and over for a very long while.

If you get punished for an illegal act, you can't give an excuse such as "I didn't know there was such a law!"
Even if you didn't know you couldn't repeat messages, I couldn't possibly have issued warnings to every single user.

However, it's just a thread, and you're allowed to "spam" as much as you want in it, as long as it has some kind of point. Anything more important than "eghsuighs" will be "useful" if you get the idea.
