Then why is the punishment for robbing people not as high? Why is the punishment for kidnap not as high? Why is the punishment for assault not as high? Why is the punishment for speeding excessively not as high? If the people are deterred by punishment, then high punishment for anything should serve as a deterrent? When does a deterrent become too excessive?
