First of all, why do kids even have a cell phone!???? No one under the age of 18 has any real use for a cell phone!!! GOD DAMNIT!!!!

And second, I reckon it would be really hard to even find a "bully" with a cell phone...I mean, you type on those things at what, 5 wpm?
