Since I played only on West until this week, hexes were in 09 and were GODLY trade items for those who used that stuff. Haven't seen one since the patch came out.

White rings were like 90% absorb for fire, lightning, and cold, plus 100 to walk/run, 100 IAS, and maybe some damage. They made an average zon become godly. I remember seeing white gloves and white boots, but can't remember the stats for them.
