Well for slowing down monster you dont need to waste skill points you can always use act 2 nightmare merc (holy freeze).

Other then that i would need to know what are you planning to use the sorc for. Meph/Pindle, Cow or what ?

From what i heard and seen cold mastery doesnt work(bugged). At least on monster.
