level up for more dexterity, or make a new character if you must and start with higher dexterity

for resists use um runes (not best choice..)

or 5 all resist/20 hp/ 5% fhr /damage small charms
or more importantly 11% lighit resist/20 hp/5%fhr charms

i wouldnt shael stormshield, but shaeling jalas is very nice because you don't need any fhr from anything else.

you might want something better than cathans try getting rare/crafted ring with more mods

bul kathos (5%ll 1skill hp based on cLvl) is also very nice if you can afford it
