I'm asuming it's japanese, because of the TLD. If you're using IE, go to windowsupdate.microsoft.com and download the japanese language pack, then go to the page, right click, go to encoding, if japanese isn't there, click More..., then select japanese(Shift-JIS should do the trick, if not, try the others).
