Because the sun reflects light off of the 2/3 of this planet that is water, causing that light to hit the atmosphere causing it to be blue.
The reason it is black at night is because there is no light powerful enough to reflect the light.

really...I always thought it was the opposite. I thought that the reason the ocean looked blue was because of the sky. LOL...I guess im an idiot. But why is the ocean blue than because water is just clear so it makes no sense. The way I learned it the refractions of the light in the atmosphere make the sky blue which the water reflects and that is why the water is blue...but im not sure...u might be right.
