Why are so many people from New Orleans evacuating to Texas if it's about to be hit by Rita?

It seems to be like the two guys who survived the Hiroshima A-bomb and fled to Nagasaki. Though those two didn't know Nagasaki was to be bombed whilst the people going to Texas know it's about to get hit by a hurricane.

If I'm not incorrect, natural disasters have often been recognized as "Acts of god". Technically, does this mean that God is pissed towards the US? Though I'm not catholic, so it's not really in my area as to think of these things.
