Well, which one do you want? PvM or PvP, because depending on the build, the skills could vary somewhat.

Then...

Choose your bow and equipments.
Make sure you have enough Str for them.
Put the rest into Dex/Vita.

Or
Just enough Dex to use the bow, All in Vita. You will have lower damage in that case, but more life. In PvP, you might be able to stand 2-4 more arrows. (Or 1 more hit)

Or
Base Vita, All in Dex. Your arrows will deal considerably more damage. Killing your opponent faster.

Well, the Vita/Dex build is safer, and works in most situations.

The Base Vita build (Dexazon) will need some charms, and can be quite dangerous in PvM if you lag. (But lagging is always dangerous...)

The Base Dex build (Vitazon) will also need some good charms to up your damage, but generally this build in on the "safe" side.

Hm, about 10 (with +skill) to MS, Maxed Guide arrow, 1 in Decoy, (1 in Valk IF you want), Max CS, try to get Avoid/Dodge to have 50+% chance, and some points in Evade.
