If she were to walk out into public holding her hands over her private parts, it would still be indecent exposure. However, if she had clothing on, it would be acceptable. Perhaps a bit slutty depending on the situation, but it would be legal.

That's basically the same thing I said to him when I posted that "Faak you" Christina Aguilera pic a while ago. She had no top, but she was covering her breasts with her arms and hands, proportionally equal to that of a bathing suit or holster top.
