Are Hex Charms Hacked or Dupes?

This may seem like a stupid question but are Hex charms hacked items? I dont remember seeing them a couple years ago but that might be because they were so rare. And are Hexs duped. I figure they have to be, since there are so many on the market but I would just like to know for sure.

hex charms are both hacked AND duped.
