It's like Ventrillo with no servers. You pick someone's name, click connect, and it rings them up and you talk. Others can join.

That sounds pretty cool, I'm assuming it has a central server though, unless it sends the data to everyone in the 'chat' individually.

Skype is one of the reasons "net neutrality" is such a buzz word right now.

I'm not exactly a web-surfer, so I have no idea what that is.

Basicly, net neutrality means that ISPs have to treat all internet traffic equally, as opposed to favoring certain traffic that generates them money.
