Uncapped no. Kuja, he did that because they encrypted a virus into him and sent it back to the cube to infect the rest of the borg wiht the virus. The virus was free will.

They didnt put the virus in him he said he let him back instead of puting the virus in it ! Hoping that his anal intention would spread in the collective ! He even got shit about not using the virus in a later episode !

well im pretty sure something happened...because in later episodes a renagae group of free borg lead by lore, data's brother caujsed the enterprise quiet a bit of harm. You just dont know enough about Captain Picard to make assumptions.
