Lower Kurast is particularly good (yet still incredibly unreliable) since the "super chests" there have a specific number of set drops that they can have |

Unfortunately, Lo runes (which upgrade to Sur) and Sur runes (which upgrade to Ber) have equivalent likelihood to drop from Lower Kurast chests as Ber runes, so again, upgrading really isn't feasible unless the drops just happen to work out a certain way |
